The City of Whitehorse is upgrading the Crestview subdivision's drinking water system. This year, we will replace sections of the buried watermain and make major upgrades to the pumping station. Stantec is providing engineering services for the project.

Why is this project happening?
The Crestview watermain distribution system has historically experienced pressure fluctuations, with some homes facing low water pressure during high demand. The water can also become cold, occasionally causing watermain freezing. Additionally, improvements are underway to increase fire hydrant flow levels. The map to the right shows areas where we will replace the water main.

What is the proposed plan?
The plan is to complete the project in two stages. This year, the Contractor will install the new watermain. In summer of 2025, the upgrades to the existing Crestview booster station will be completed.

Norcope Enterprises Ltd. was awarded the Contract for the watermain replacement work. Norcope will begin construction in the first week of July. Work is expected to be complete by mid-October 2024.

How will I be affected?
Some residences may experience temporary road closures and brief water service interruptions. Every effort will be made to minimize these disruptions. Affected residents will be given a minimum of 24 hours’ notice prior to the water system being shut off.

More information

We hosted an online meeting on July 4 to talk about the project and the anticipated schedule. View a recording of the meeting here.

Following maintenance work on the Kathleen Road watermain, Kathleen Road is now open for traffic.

Regular service on bus routes 201 and 202 has resumed.

New watermains were installed and put into service crossing Azure (near the pumphouse), along Rainbow, Minto, and Kathleen Roads. Curb, gutter, sidewalk, and road paving are also nearly complete in these areas.

Route 201 and 202 buses have returned to their regular service in Crestview.

Remaining work will not impact vehicle or transit traffic. It includes:

    • Watermain connections or capping along Squanga Avenue at Rainbow, Kusawa, and Dezadeash Roads
    • Concrete curb and asphalt patching

A new watermain has been installed and put in to service from the pump house across Azure Road along Rainbow Road to Squanga Road. Curb and gutters were installed along Rainbow Road and backfill was completed. The areas where asphalt was removed are ready for new asphalt. Paving will occur as soon as possible.

A new watermain has also been installed at Minto Road and will be put in to service in the coming days. Preparation work is happening to install new curb, gutters and sidewalks, which will be followed by paving.

Work on the Kathleen Road watermain is happening this week. The road is closed until further notice.

Route 201 and 202 buses will not be running on Squanga Avenue in Crestview due to construction happening on Kathleen Road.

Passengers that normally use one of the three stops on Squanga Avenue are asked to instead catch their bus at stops on Klukshu Avenue and Azure Road.

On the morning of Thursday, September 5, City crews temporarily shut off water valves as part of the ongoing Crestview Waster System Improvements project. Affected residents were notified in advance.

However, during the work, an additional valve that was supposed to be open was found to be closed, extending the water outage to a larger area of Crestview than initially planned. While attempting to reopen the valve, the valve stem broke, requiring a replacement before water service could be restored. Service was restored by 12 pm on Thursday.

The City apologizes for any inconvenience this may have caused and appreciates your patience and understanding as we work to improve our infrastructure.
