The Valleyview South area contains a mix of private, government, and First Nation land parcels. The City has hired a consultant firm, Groundswell Planning, to work with the landowners, key stakeholders, and the public to develop the master plan.

Project Process and Public EngagementThe project will be completed in four phases with three opportunities for public input. Phases 1 and 2 are technical phases to get the project started and compile and review existing information. Phases 3 and 4 are when the fun happens and your involvement is key. Things to look out for:
Phase 3 – Developing Vision – Survey (November 21 to December 12)
We will look to you to help develop the vision for the new neighbourhood. A short survey will be released on November 21, and will run for three weeks until Monday, Dec 12 at 11:59 pm to inform the concept designs.
Phase 4.1 – Developing the Concepts (Winter 2023)
Informed by technical background reports and your feedback, the area’s landowners, adjacent neighbourhood representatives, and technical advisors will develop two land use concepts over the course of a three-day design workshop. The details on what public engagement at this time will look like will be posted when available.
Phase 4.2 – Refining the Concepts (Spring 2023)
Once the two concepts are drafted, the public will have the opportunity to comment on them. This input will help create a single preferred land use concept. City staff will present this preferred land use concept and the associated report to Council for their endorsement.
After the master plan process, there will be additional opportunities for your input when landowners apply to rezone their properties.
Key Themes to be Addressed in the Master Plan
There are number of key issues related to the study area for this master plan, including:
Active Transportation Connections
The Valleyview South area has been used for active transportation for decades, and the City wants to honour that historic use. However, many of these trails are located on lands held by private landowners, or First Nations who have a right to develop. The master plan will seek to maintain and enhance key active transportation connections while also enabling development in the area.
Gravel Hauling
We know gravel excavation and hauling near neighbourhoods is a contentious issue in this area. The master plan will help determine if any future gravel hauling will be necessary to facilitate future development, and if so, how to mitigate adverse impacts.
Contamination
A large part of the study area used to be the White Pass Tank Farm, which was home to over 20 large petrochemical storage tanks. The fuel tanks were removed in the 1990s. The Government of Yukon (YG) designated the site as contaminated in 2011. Since then, substantial remediation efforts have been undertaken at private expense and portions of the site have received a Certificate of Compliance from YG. The master plan will provide direction for development of the areas no longer considered contaminated, as well as those requiring further clean-up, to ensure the area is safe for future residents.

Planning for a new neighbourhood in close proximity to Downtown is a great opportunity to work towards addressing the housing crisis.We've previously heard from residents about part of the Valleyview South area and generally through the on-going Official Community Plan update. We'd like to take the opportunity to reconnect with residents about this area to confirm if what we've done before is still relevant and applicable to this specific area. This survey has been developed in collaboration with Kwanlin Dün First Nation and Ta'an Kwäch'än Council staff and incorporates specific questions for their citizens.

Phase 1: Project Initiation and Orientation
Valleyview South Master Plan has finished this stageThis phase is complete. It included kick-off meetings with the City’s project manager, City staff, staff from KDFN, TKC, the Government of Yukon, and private landowners. This phase also included transferring information and documents, and a site visit.

Phase 2: Background Research and Analysis & Phase 3: Visioning
Valleyview South Master Plan has finished this stageThese two phases run concurrently.
Phase 2: Background Research and Analysis
Currently underway, the consultant will review and summarize existing information about development constraints and opportunities that will inform the land use concepts and development recommendations.
Project deliverables:
- Environmental and Special Places Brief; and
- Servicing Brief.
Phase 3: Visioning
The City's consultant will develop a vision for the new neighbourhood by engaging with:
- Private landowners within the study area;
- Adjacent neighbourhood associations of Valleyview, Hillcrest, and Granger;
- Kwanlin Dün First Nation (KDFN) and Ta'an Kwäch'än Council (TKC);
- Government of Yukon; and
- General public.
The project team will administer a survey to confirm themes the community has expressed about the area through previous engagement initiatives: notably the proposed OCP and previous planning work.

Phase 4a: Master planning - Develop Two Land Use Concepts
Valleyview South Master Plan has finished this stageBuilding on the background information and public input from phases 2 and 3, the consultant will lead a three-day design workshop with the landowners, key stakeholders (such as representatives of the adjacent neighbourhood associations), and technical advisors. The process is anticipated to have a public element to inform the initial concept designs. The outcome of the design workshop will be two land use concept options.

Phase 4b: Master Planning - Preferred Land Use Concept
Valleyview South Master Plan has finished this stageA scenario assessment brief evaluating the two land use options will be produced. The two land use concepts will be presented to the public for feedback, which will inform a final preferred land use concept plan.

- Scenario Assessment Brief; and
- Preferred Land Use Concept.

Phase 4c: Master Planning - Create Master Plan Report
Valleyview South Master Plan has finished this stageIn addition to the final preferred concept plan, the consultant will prepare a report that provides recommendations on how the area should develop.

Phase 4d: Master Planning - Council Endorsement
Valleyview South Master Plan has finished this stageThe final step in the process is to present the Master Plan, which includes the preferred land use concept and report, to City Council for their endorsement. The draft final Master Plan was introduced to Council on March 18. A Public Input Session is proposed for April 22 (date to be confirmed by Council on March 25).

Valleyview South Master Plan is currently at this stageOn May 27, 2024, Council approved the Valleyview South Master Plan as a guiding document.
